`province_psgc`	string	The province's PSGC code (NCR: the region's)
`province`	string	The province
`kind`	string	outlook (months ahead) or assessment (the month just past)
`month`	date (YYYY-MM-DD)	The month (its first day)
`status`	string	Not affected, Dry condition, Dry spell or Drought
`issued_at`	datetime (UTC, ISO 8601)	When PAGASA issued it (UTC)
