Parameters

`active`	true or false	Whether a cyclone was inside the PAR
`headline`	string	PAGASA's headline
`storms_listed`	list of object	The storms the page listed
`storms_listed.name`	string or null	A storm PAGASA's page lists
`storms_listed.latest_bulletin`	integer or string or null	Its latest bulletin number
